Sinoma-EC and Navoiyazot Sign Series of Cooperation Agreements in Beijing and Hong Kong
May 6th–7th – Sinoma Energy Conservation Ltd. and Uzbekistan’s Navoiyazot JSC (Navoi Nitrogen Fertilizer Plant) held a series of signing ceremonies in Hong Kong and Beijing, further deepening their comprehensive strategic cooperation in the energy and chemical sectors.
Beijing: High Level Strategic Guidance to Expand Green Footprint

On the afternoon of May 7th, at the invitation of Zhou Yuxian, Chairman of China National Building Material Group Co., Ltd., Meng Qinglin, Chairman of Sinoma Energy Conservation Ltd., participated in a meeting in Beijing with Abdulla Aripov, Prime Minister of Uzbekistan. The two sides held in depth discussions on further strengthening pragmatic cooperation across multiple fields.
On behalf of Chairman Zhou Yuxian, Meng Qinglin expressed sincere gratitude to Prime Minister Aripov for his long standing care and support for CNBM, and for his personal visits to Sinoma Energy Conservation’s project sites in Uzbekistan to guide progress and ensure efficient completion. He noted that Sinoma Energy Conservation would fully leverage its integrated advantages in technology R&D, engineering design and project delivery in the green and low carbon energy sector to help Uzbekistan’s chemical industry achieve green transformation and modernization. Prime Minister Aripov highly commended the achievements and project outcomes of Sinoma Energy Conservation in Uzbekistan. He emphasized that Uzbekistan greatly values its strategic partnership with Sinoma Energy Conservation and will continue to optimize the business environment to support the early implementation of key cooperation projects.

Following the talks, Zuo Dayong, Vice President of Sinoma Energy Conservation Ltd., and Farruh Sattarovich RAKHMONOV, Chairman of Navoiyazot JSC, signed an EPC contract for the construction of a new 2,600 ton per day low carbon ammonium nitrate plant. The signing ceremony was attended by Meng Qinglin, Chairman of Sinoma Energy Conservation Ltd., Liu Xin, President of the company, as well as officials from relevant Uzbek ministries, representatives of Uzkimyosanoat JSC and Navoiyazot JSC.
Hong Kong: Leveraging High Level Platform to Strengthen Energy Foundation

On May 6th, during the “Uzbekistan – China (Hong Kong) Business Forum”, Sun Zhenchuan, Deputy General Manager of Sinoma Energy Conservation International Investment Co., Ltd., and Farruh Sattarovich RAKHMONOV, Chairman of Navoiyazot JSC, signed two key agreements in Hong Kong: an EPC contract for the renovation of a 110kV substation and an agreement related to an air separation unit project.
These signings mark an important milestone in the continued deepening of the strategic partnership between the two sides. Building on the successful implementation of the Navoi “300MW PV + 75MW energy storage” green energy low carbon project and several energy saving renovation projects, the cooperation has now expanded into new business areas. Once completed, the projects will further optimize the power and industrial gas supply systems of Navoiyazot, significantly enhance energy efficiency and production safety, and provide strong support for the green and low carbon transformation and modernization of the local chemical industry.
The series of major cooperation agreements signed between Sinoma Energy Conservation Ltd. and Navoiyazot JSC marks a new level and a new chapter in their strategic partnership. Looking ahead, Sinoma Energy Conservation will continue to uphold its development philosophy of high standard construction, efficient performance and high quality delivery, accelerating the implementation of these agreements. It will contribute more “Chinese solutions” to the green development of the Belt and Road Initiative and demonstrate the responsibility of central state owned enterprises in building a green Silk Road.
